Especially in plotty books like mysteries and thrillers (and what SF, fantasy or romance doesn't have a bit of mystery?) secondary characters can weave in and out of the main action. But what are they up to when they're not on the page? Why DID that guy with the knife show up at her house at midnight, just as the book approached its climax? Even secondary characters must have a reason for their return to the plot.
